-Tools
-Internet Options
-Click on the connections tab
-Click on settings to the right of chilitech in the white box (or whatever dialer name is showing in box)
-In the middle under proxy server, there should be a check in use a proxy server for this connection -click on the advanced tab to the right -Under Http it should read localhost and the port # should be 8080

Netscape:

-Network preferences
-Click on the proxies tab
-Choose manual proxy configuration
-Click view
-Under http proxy enter localhost and port # found in propel
